The Amangu, Wajarri and Widi Aboriginal peoples of the region witnessed the first permanent European settlement in the Victoria District and along the Irwin River in the 1850s.The settlement has grown to be the centre of a coastal community with an enviable lifestyle and approximately 3,700 residents. The twin towns of Dongara and Port Denison form the centre of a vibrant farming and fishing community equally valued and enjoyed by residents and visitors.

In July 2014, the Shire’s estimated residential population was 3,764. There has been an increase in young families moving into the town, young people leaving town for employment and higher educational pursuits and a large proportion of retirees living within the Shire due to the lifestyle offered in town. The Shire has experienced a growth in resident population of 19.2% in the decade from 2001 to 2011. Reports indicate an upward population trend is predicted to continue in the future with the population forecast to increase by 1,000 people over the next ten years.
